Submit a Request for Rent or Utility Assistance
To submit a request for assistance with a past due utility bill or rent assistance,
please submit your request by clicking on the appropriate button below. The form must be filled out completely.
Temporary Changes to Financial Assistance Services
We are temporarily suspending our rental and utility assistance applications for the month of October.
If you’ve submitted an application prior to September 12, your request will still be reviewed.
If you’ve been affected by Hurricane Helene, please reach out to FEMA by visiting disasterassistance.gov or by calling 800-621-3362. The toll-free telephone lines operate from 7am to 11pm, seven days a week.

What do you accept?
- We’re happy to help residents of Pinellas County! However, we’re unable to process requests from those outside the county at this time.
- For rent assistance, we can’t assist with Section 8 or income-based housing, but utility assistance in those cases is reviewed individually.
- If you owe more than one month’s rent or utilities, we’re unable to accept your application.
Also, we can only cover a percentage of the current month’s rent or utility bill owed.
How do I submit an application?

How do I know you’ve received my application?
You’ll get a confirmation email as soon as you’ve successfully submitted your application.
When will you contact me about my application?
- Please allow 7 to 10 business days for us to review your application. We review them in the order they’re received. Once reviewed, a Daystar representative will reach out to schedule an interview.
Tip: At your interview, be ready to chat with our team about your monthly budget.
How will you contact me?

What if I am living in a hotel?
- At the moment, we aren’t able to cover hotel fees.
What if I don't have a budget or I need help budgeting?
- We’re here for you! Our financial coach is available to help you create or manage your budget – completely free.
